Stephen Evans
Chief Executive, Royal Borough of Windsor and MaidenheadStephen began his career as a civil servant in Whitehall, where he spent 10 years at HM Treasury in a range of economic policy, public spending and Ministerial advisory roles and worked on four Comprehensive Spending Reviews. He made the switch to local government in 2011, spending 10 years as a Chief Officer in two London Boroughs. Firstly, at LB Barnet as Director of Strategy, Engagement and Customer Services and latterly as Chief Operating Officer and Assistant Chief Executive. He then moved to the Royal Borough of Kingston as Executive Director, Communities with responsibility for a range of resident facing and corporate services. Stephen became Chief Executive of Norwich City Council in early 2020 and steered the city through the pandemic, stabilised the budget and secured a positive LGA peer review. Stephen took up his current role as Chief Executive at the Royal Borough of Windsor and Maidenhead – his home borough – in April 2023.
