Helen Bailey

Chief Executive, London Borough of Sutton

Helen Bailey is the Chief Executive of the London Borough of Sutton. She has previously served as Chief Executive of the London Borough of Islington and on an interim basis at North Somerset. She was director of Public Services at HM Treasury, with involvement with Total Place 1.0. Helen also has experience leading the Mayor's office for Policing and Crime. She has been a management consultant working on public service leadership and organisation issues in a career that started with the Greater London Council.

Where next for public service reform

As a secretary of state for communications in 2009-2010, John Denham oversaw the roll-out of Total Place, a series of place-based budget pilots aimed at joining up public services, while Helen Bailey was director of public services at the Treasury 2008-2011.

As the current government experiments with moves towards public reform - or Total Place 2.0, they will look at where the agenda is heading.
